EIA / SEA
Environmental Impact Assessment(EIA)and Strategic Environmental Impact Assessment(SEA)
According to International Association for Impact Assessment (IAIA), EIA is defined as follows.
| The process of identifying, predicting, evaluating and mitigating the biophysical, social, and other relevant effects of development proposals prior to major decisions being taken and commitments made. |
Any proponent that is making plan for a large scale project, such as express way, port, rai that the proponent prepare the documents and take necessary procedures in accordance with laws and regulations. The main EIA procedures that will be generally followed are shown below.

Procedures in the assessment of an environmental component for an EIA.
Our Nihon Environmental Services Co., Ltd. (NES) offers the service related to EIA including Field survey, prediction, evaluation and Environmental Management plan all over the world by sending specialist/consultants to work with local consultants for a project. In Japan, we have various kinds experiences of EIA related services and currently we share the experiences with people working in other countries. We have various kinds of specialist on Natural Environment (Fauna, flora and ecosystem),Social Environment( Resettlement, Heritage, Landscape), Pollution Control(Noise, Vibration, Air pollution, Water pollution, Waste and so on), Environmental Monitoring and Management.
When working abroad, we refer not only to the laws and regulations; we often refer to World Bank Operational Policy 4.01 or JICA Guidelines for Environmental and Social considerations. NES has a lot of experiences in this field including field survey, EIA preparation, Confirmation survey(Appraisal), D/D , Tender document preparation ,Monitoring and so on.
Strategic Environmental Assessment (SEA) is usually applied to a policy, plan or programme before a specific project is formed. SEA is a strong tool if this is applied appropriately at an early stage of a project. It enables decision makers or planners to have opportunities to take into consideration environmental and social point of view at an F/S stage. You can avoid environmentally sensitive areas prior to the field work.
In our study, collaborating with local authorities by using GIS, we prepared maps showing sensitive areas along the proposed highway in Kenya. The maps that show the migration routes of elephants and National Parks/ National Reserves/Heritage Sites help avoid the significant impacts on those sensitive areas.
Biodiversity
Nihon Environmental Services Co., Ltd. (NES) provides various services related to the preservation and creation of biodiversity as follows.
Feasibility study and Basic design on ParkIn Japan, in the early stage of F/S study or in the basic design, we take into consideration the current ecological feature of the project site by conducting field survey; to find out what kind of animals and plants are in the project site before making plans. NES offers services to provide information on ecological aspects of the site and propose appropriate land use plans. The following drawings are the examples of the proposed designs.

In an EIA study in Japan, NES has proposed on site or off site mitigation measures to preserve natural environment. We are engaged in mangrove reforestation in Kenya.

Field Survey and data analysis
Field surveys of industrial and living environments
In the sector of field surveys, we offer a wide spectrum of field survey services. These services include environmental assessment, aimed at the prediction and evaluation of the environmental impact of large-scale development projects, field surveys of living environments designed to ensure safe and comfortable lifestyles, encompassing issues such as ambient noise, vibration, air pollution, wind damage and meteorological surveys of the sound insulation characteristics of buildings. Today, new environmentally-friendly solutions are required not only for corporate production systems but also for lifestyles. Paying attention to the three concepts of autonomous management, understanding of environmental risks and communications offer consulting services as solutions addressing environmental issues.
Services item
- ■ Atmospheric survey and meteorological observation
- ■ Ambient noise, vibration and low-frequency sound monitoring
- ■ Traffic observation
- ■ Environmental assessment
- ■ Forecasting and simulation of dispersion
- ■ Living environment impact assessment (Large-Scale Fetal Store Locating Law and Waste Disposal and Public Cleansing Law)
- Support for environmental control-consultancy based on environmental risk surveys
Field surveys for ecology investigation
In the sector of field surveys of the natural environment are engaged in a broad-spectrum of operations relating to field surveys of the natural environment, ranging from urban fringe natural areas close to people to various mountainous environments. Our activities are not confined to mere surveys. We study the impacts of a project and when an impact is predicted we will propose appropriate protection measures. To provide assistance in environmental design, we examine natural observation parks and sanctuaries, neo-natural river reconstruction methods, and conduct biotope surveys, ecological parkways and translocation methods to make an outstanding contribution to highly effective conservation of the natural environment.
Services item
- ■ Botanical surveys for creating flora, plant community and vegetation maps
- ■ Surveys of animal distribution, home range and breeding status
- ■ Surveys of aquatic creatures including fish, benthic animals and attached algae
- ■ Surveys of the growth, inhabitation, propagation, environmental utilization, etc. of specific species
- ■ Verification and control of the effects of conservation measures
- ■ Support for environmental design-nature observation parks, sanctuaries, translocation methods, and others
- Compilation of nature-related written materials
